Hello Jonathan,

So it looks as the problem is with some clueless webmasters and programmers.

I am already working with such webmaster on one big site (pointing out
problems with javascript). They are open for suggestion and already
implemented several changes I proposed.

Do you or somebody else know contact details of any of such "receptive"
webmasters?

I, for one, volunteer to contact and "handle with care" such webmasters. To
avoid Microsoft guys hijacking the effort, handle the contact data and
website info only to peoples you trust.

Hi Gil,
Most Israeli government IT departments are staffed by outsourced employees
(Matrix/Ness/Team/Taldor/Unique and many others you have never heard of)
working in the various ministries. These people do the IT infrastructure
for the ministries and work within the ministry organizational structure
as if they were ministry employees. The ministry builds the websites using
these employees. The ministries do not in general publish tenders for
websites, they publish tenders for outsourced employees with a maximum per
hour rate that ensures that they will in general not get any really
qualified employees. Despite this, there are in fact a few highly
qualified and highly experienced IT professionals in the ministries
working through the outsourcing companies. These are people who:

1. Want the experience of working in a particular ministry or project
2. Are not motivated by higher salary
3. Do not want the start-up/"high tech" corporate culture
4. Want to work close to home
5. Are motivated by idealism

The problem is that there are few of these people and they are not calling
the shots.
