There are many packages which come up in Debian apt-cache for queries like:
"time track project"
"invoice"
if you don't have Debian then maybe you can run the same query through
the web interface at package.debian.org.

i suspect that none of them will work with the Israeli holidays (where
you have 'half' holidays).
there's also the question of whether you need to support over-time
calculations, or that is left to a different program. this can add
another cross-country and cross-factory portability headache.
