If you mean eMule, the problem is not with your ISP. Recently several influential servers in Europe were shut down by the authorities, so many users (temporary, I hope) stopped to use eMule. The solution to the situation is: a) To get new server list from one of eMule-related sites. Connect to these servers only. b) To use Kad instead of servers.
