I don't know about tomato, but there are several distributions of linux
for it. It already includes some sort of web server so that you can configure
the unit with a browser. 

The trick would be to change the configuration of the web server to
provide the page(s) and squeezing the pages themselves into available
memory.

I did a web quick search and found a person suggesting to install open-wrt
and an NFS client so that you could mount a share containing the pages,
but no details: (look in the comments)

I assume that if you want a standalone web server then you should be able
to put up a page that says "This web page is under contstruction. Contact
<email address> for details". With very little trouble. Including a high
resolution full color jpeg of your smiling face may overload it however.
