If I understand the infra correctly, the server with which you
communicate using pptp is an ISP maintained server running inside the
HOT address space. I don't know whether it's physically located at the
HOT or at the ISP's data center. I suspect the later.
In other words, it is entirely possible for a problem between your modem
and the pptp server to be the ISP's fault. That would, however,
generally mean across the board problems for all HOT clients of that ISP.
