I read it, and I belive that NVidia will never open source their driver, for at least 1 crucial reason:
With their drivers, you can do a simple tweak and you can make a low cost Geforce 8XXX (for example) to a high end Quadro. You can do it easily today on Windows (no hardware modifications required), and since the windows and the Linux driver do share (according to rumors) some parts of code base, opening the code today will basically hurt their profits. Also, some parts of their drivers, at least what I heard from the nvidia guys, are parts that nvidia licensed and cannot be reveal without permission from the licenser.
