It's probably more useful as a backup strategy or for travel but if you have a spare Symbian S60 phone then you can install JaikuSpot on it and turn it into a 3G-Wifi hotspot (http://www.joiku.com/index.php?action=products&mode=productDetails&product_id=310). The free light version supports only HTTP/HTTPS, a non-free Premium version for 15 Euro (special offer, http://www.joikushop.com/?action=products&mode=productDetails&product_id=33) should support everything else (e.g. ssh). I wonder whether the HTTP/HTTPS it supports could be enough for openvpn. I have the light version installed on my phone but never got around to test it yet.
