We actually moved off VPSLink, the mention of it there was due to the problems we used to experience there.

As for monitoring it - you might want to check services like pingdom
and gomez to "ping" your server. You can define checks for multiple
things so, for instance, it can access a specified URL every X minutes
and look for a specific string in the output, allowing you to trigger
a CGI script.
