One of the tiny linux distros did that by using APT, but not including the package information in the distro itself. You had to download them and install them, possibly with APT. I think it was DSL, but I may be wrong.

And to answer another posting I can't seem to find, IMHO anyone who uses UBUNTU for anything except an out of the box desktop is as the old saying goes "cruisin' for a brusin'" (asking to be beaten up).
