There is and has been for some time. It just costs you money. Skype offically supports SIP. You have to pay for each SIP channel (around $5 a month) and you pay for every call to an outside phone.
The now defunct Skype For Asterisk product gave you more features, but you can still receive and make calls to skype users and outside phones.
