I can confirm that Konsole works out of the box in Kubuntu 14.04:

$ touch שלום.txt
$ ls
שלום.txt
$ vim שלום.txt
$ cat שלום.txt
שלום, עולם

Note that VIM did have some trouble with the RTL, however.
