Perhaps it's a font issue? Screenshot the "שלום 3 2 1" on both computers and check whether the digits are from the same font? Try pdftotext on the PDF and see it emits digits? Diff the list of installed packages (`dpkg -l`) on the two machines? Try running libreoffice under a new user to rule out ~/.* configuration? A difference in /etc or debconf choices seems unlikely.
