Sound to me like tiny bug, that make KOrganizer to send incorrect charset. If this is the case, with few line modification , and by using qtextcodec (class of Qt libs) u may fix it...
I don't have PALM yet, so i may be totally wrong, and can't really check this.... Anyway, its sound like really small bug, that any newbie KDE developer, could fix in few min. Hope its somehow help.
