Many years ago when I submittes big-ish diffs to GNU Emacs I *had* to
assign copyright to FSF. At that time it was a blanket assignment -
meaning it was a single assignment for all future changes as well.
There was a loose threshold on size of contribution before they would
insist on an assignment.

Things could have changed in the recent past, but I'd be VERY
surprised because of the rationale for the reassignment itself - which
is to help fight potential copyright/GPL violations easily if
something like that were to happen.
