I had faced the same problem, and with different machines ( a
P-III, a P-II and a lowly P100) with RH 6.1. In all cases, I upgraded from
5.2, and the difference between the speeds was horrible.
I experimented a lot, and finally the following /etc/ppp/options
seems to fix the ultra-sluggish connections.

I am not very sure of the async map entry though. But it works as
good as 5.2.
It seems there is something wrong with the header compression
code, and it makes long tcp sessions (file downloads, large web pages) to
be ultra sluggish. Non tcp things - dns and the like seem to work with no
problems.
