Change the second one to `:0 ic', because otherwise no messages will
fall through to the remaining recipes.

Is that a space in the folder name? I don't think spaces are allowed..
And BTW, `Sender:' is set to linux-india-help-owner@, not
owner-linux-india-help. (It used to be that way in Majordomo 1.94).
