I have had Netscape on Linux to behave properly with proxy servers. If
I were you, I'd double check the browser settings.
Also, check if the browser is talking to the proxy server and proxy
server for some reasons is refetching it.

Check for failed DNS lookups. If nothing works out, strace(1) the apache
process and see what it's doing.
