I think a  Voodoo based (Voodoo2, Voodoo Banshee, and Voodoo3 )card will be
the best choice for you and it(Voodoo3 AGP, 16MB SDRAM, TV out, DVD h/w
assist) will cost about $139( I really don't know the indian price)
