I think it's the other way round. The PCQ March 99 scripts use the named.conf
file with the entry for zone "." (i.e the hints.. named.ca entry) only
when you're online. (DNS restarted through the ip-up script). When
offline, the DNS is made to operate without the zone "." entry.
This is actually a clever hack to ensure a fast response from your DNS
when you're offline. Several applications try to resolve external
domain names (e.g. sendmail when it is sending out mail), and if the
zone "." entry is present, Bind tries to contact the root servers to
resolve these (which obviously doesn't work when you're offline)
resluting in long delays. If this entry is not present, BIND
immediately reports that the domain cannot be resolved.
The downside of this is that the "caching" part of your caching
nameserver doesn't really work across dialup sessions. (Whatever it
cached during one session is lost when it is restarted)

Since you're running your own nameserver, it is perfectly capable of
resolving domain names (through root servers defined in named.ca) - so
entries of your ISP's DNS are not required.
