Your question is ambiguous. Let try to answer.
1. If you want to stop user from running any X component like xinit, by
telnet logging, then remove the relevant binaries from the user path or
change the permissions.
2. If you want stop remote user from connecting to x server, then close the
port 6000 (I think xf86config has the option), and you can deny connection
from xauth file also.
