See here, LILO does not reside in your bootsector and it is not a file
executed at the startup so just changing the file contents in lilo.conf
are not gonna work. lilo.conf is the input file for /sbin/lilo so what
you do is this..
make changes [configure input for LILO]
run /sbin/lilo -v [this writes output which can be interpreted and used
for bootup]
And THEN reboot, if you need to.
