That is correct.  ssh is one of the applications (in this case, an rsh
equivalent) built on top of the SSL protocol.

PGP/GPG are public key encryption systems.  The underlying protocol does
not matter for the transmission of the encrypted data.  The encryption
happens at the data / application level.

In the case of SSL, the encryption happens at a lower (the transport ?)
level.  SSL was designed as a protocol that can be used to encrypt and
securely transmit data from higher level applications (mail, browser, rsh
etc.).
