You've answered your own question - Debian.

Actually, Debian does not give you complete and utter freedom.  A very
basic set of software is absoultely needed (kernel, modules, libc, package
management software, login etc.).  On top of this basic installation
(probably around 80M) you can install only the packages that you need.
