This is not my area of expertise.  But I don't think there is such a
off-the-shelf tool in existence today.  You might have to build a bunch of
scripts yourself.

This brings me to another point.  Forget about having user accounts on any
single type of machine.  Move all the info to an LDAP directory.  And have
scripts that will generate user accounts for various platforms from this
LDAP directory.  Using PAM, the users can be authenticated directly against
the LDAP server.

One thing I love about Netscape is that they had (have?) the best IS people
who designed and built all this stuff from ground up in The Right Way. 
Friends of mine who moved from Netscape to other high profile companies
always bitch to me about how the IS infrastructure in these other companies
is screwed up.
