I read that there is such a utility/base file for TeX available. It was in a
book I borrowed from the BCL, Mumbai. I can't go there right now, but maybe
someone from South Mumbai can? There are only three books there on TeX, one on
Plain TeX and the other two on LaTeX. IIRC, this was mentioned in the appendix
to one of the LaTeX books.
Sorry, I can't remember the names. (A guide to Plain TeX was one, something
similar for the LaTex books).
Or you could search on the CTAN.
