That is one way. The other way is to look at your traffic logs
periodically and apply some (ahem) discipline on the skulls of people who
keep chatting contrary to college rules :)
If you have a router, you ~can~ block access to the common chat areas and
ICQ sites from your netblock (or hell, you can do that from your firewall
itself)

If there is obscene content going through these
