[LIH] Sometimes POP3 is not working.

Hi,
  Sometimes POP3 is not working. 
  That is,
     I am getting unable to connect to remote host: Connection refused, if
I do "telnet localhost 110".

  If I restart the machine, it works. Can you please help to me to solve
this problem.
