That is true in case of most of "non-inetd" based services - they have
stand alone daemons which you can check using the above ps aux thing.
However things that are controlled through inetd (which includes ftp,
tftp, telnet among others) won't have stand alone daemons listening for
them and hence won't show up in the ps aux output.
The best way to do in this case is to make sure inetd is running (through
ps aux :-> ), make sure /etc/inetd.conf is in sync with your requirements,
then sync inetd with the conf file by killall -HUP inetd, and finally
veryfying that the services you want active have their ports listened to
by inetd ( use netstat -a for this).
