1. You need to set up an nntp server locally (trivial)

2. Your upstream is your ISP - stpb.  However, they don't provide an nntp
server

3. Contact a news provider (like uoregon.edu, supernews.com etc) and ask
him for a news feed. Or look at stpb's upstream (do a traceroute for
this).  Contact them for this (most likely cw.net or teleglobe)

4. Secure your nntp server against h4x0rs (there's a _very_ active and
nasty usenet spammer and h4x0r based in Delhi ...)
