You don't have to. There is a default /etc/sudoers file which you can edit.
Your problem might be that you are not editing the file via the 'visudo'
command. This one also does a syntax check on the file and reports any errors
immediately, apart from properly locking the file etc. The command also knows
where the sudoers file is located in your machine.
Still, if you insist, here is mine.
# sudoers file.
# This file MUST be edited with the 'visudo' command as root.

root ALL=(ALL) ALL
