Edit /etc/apache/srm.conf and see if there is a line there that says:

UserDir public_html


If it is not there, add it towards the end of the file.  Restart apache
(/etc/init.d/apache restart).  The user would have to place her HTML files
under ~/public_html directory.  Once that is done, you can go to the user's
homepage at http://hostname.domain/~username/
