/bin, /sbin, /tmp, /var etc are stored in / and not in /usr
you can assign different partitions to ech of them.
but I recommend not to put them on different partitions as if you install a
package and if the space available on any of them falls short then you
cannot install that software. so if they are on the same partition then it
will not be problem as space available would not be distributed and can be
used by all of them.
