No. There are definite ways of accessing Linux partitions from Windows.
In fact you can transparently mount those as drives. Run the search
on google or freshmeat for "Reading Linux partitions windows ltools
explore2ef".

I came across an application for myself, for reading Linux from Win95.
But I was running NT. So tried it, and it did not install at all, as NT
did not permit direct access to HDD by a third program. But IT IS THERE.
GUARRANTEED.
