This is a feature of the window manager (enlightenment, fvwm, kwm etc.) and
not the desktop environment (KDE / GNOME).  Find out which window manager
you are using.  If it is Enlightenement, Right clicking the mouse on the
desktop pops up a menu which has a 'Focus Settings' item.

The GNOME panel lets you launch applications easily with a single click.
