Hi Nag,
there is a FIPS utility (fips15, fips15c, or fips20) given in several
linux distros. 

first defrangment a partition, so that all filled space comes together
at one end, and all unused space comes together at the other end.

then run fips. it creates a new partition out of the unused space of
that partition. old data not disturbed.

though i have read about it that it works on win partition to create a
partition for Linux. I am not sure whether similar things have been
available for creating a new partition from linux partition. i feel that
it should be available somewhere.
