Nope. I've seen systems with /boot of as low as 5 mb to 100 mb. It is
another matter that most of it is unutilised.

I have a /opt partition that is ReiserFS formatted and size is 25 MB,
so how come?

Nothing does, but why do you want to do it? Linux won't have anything
to do with it...if you have so much space, why not give it to /usr?
