I think a kernel compiled with ReiserFS will work. Not as a module,
but into the kernel itself.

Not necessary, I think. If the running kernel understands ReiserFS,
then the lilo map installer can read raw bytes from the image.

IIRC, LILO needn't understand filesystems. It is the kernel that LILO
loads need to understand the various filesystems on the HDD. And that
kernel need to have support for the booting partition built in, and not
as a module.
