        IMO compression is always content specific and in general two
compression algo;s can;t be compared. bzip2 is good but on testing it on
html files in the apache php3 manual i found that gzip does the job better
by about 105 kb (5%). 
        The only way to increase the compression of html files is to
increase their length. How is the thing you have to decide. If u wanna
compress them for saving the disk space tar gzip/bzip them.
