Sorry, I refuse to believe that. For any non-root user, [I executed this
command here. See output : - 

[rohit@pluto rohit]$ shutdown -y now
Password:
[rohit@pluto rohit]$

prompts you for your password. [And NOT root password]. If he was 
returning to bash prompt after pressing control-alt-delete then
the response to ctrlaltdel on his machine may have been explicitly
set to /bin/bash [Wild possibility?] by the sysadmin.
