No, they *are* registering top level domains for each person. They're
spending all that money - that's why all these adbars, etc when you go
to the site. The DNS entries will be with Network Solutions or with
whoever they registered the domain with.

If you don't need a toplevel domain, try out dhs.org. Obviously, they
will host the DNS for you.
