$ rpm -qf /sbin/ifconfig
net-tools-1.54-4
$ rpm -qf /bin/netstat
net-tools-1.54-4
So its part of the net-tools package. If you're using RedHat, this
might help:
ftp://ftp.redhat.com/pub/redhat/redhat-6.2/SRPMS/SRPMS/net-tools-1.54-4.src.rpm
And if you're on debian:
http://www.debian.org/Packages/stable/base/netbase.html
