Hi,

Red Hat 6.x installs a package called "kdebase-lowcolor-icons*.rpm" or 
"kde-lowcolor-icons*.rpm" which causes themes not to work. Uninstall that 
package by running the command:

rpm -e kdebase-lowcolor-icons (or) rpm -e kde-lowcolor-icons

after this logout and login again. You will see a big difference in KDE. One 
more thing Have you tried KPANEL2 it is great. You may download it from 
www.linuxberg.com, go there and search for Kpanel2.
