If you're using a RedHat system, then it is suggested that you get the
RPM of Windowmaker. If you really want to install from a source
tarball, untar it wit the command "tar Ixvf xyz.tar.bz" (if it's a gz,
replace I with z). This will create a new directory in the current
one. There will most likely be a README and an INSTALL file - so read
both of them, for extra information and installation instructions.
