The procedure is correct, you don't have to reboot. Actually if you 
have sufficient disk space, you might create the second partition 
first,run mkswap and swapon on it, and then delete the original one.
Just remember to change your fstab if a new partition is being created
i.e., the X||Y (of hdXY) of the swap partition is changing.
