Hello doc,
Did U restart inetd after making the change to the "services" file??? or
reboot the machine??? If U have done neither of the above, U have to
execute `/etc/rc.d/init.d/inet restart` for ftp to get activated...
Please correct me if I am wrong...

also I tried as an user, not as root.
