If you are talking about Internet access restriction then the simplest thing
I can think of is to install SQUID proxy.... which would improve your
browsing with caching and set it up for transparent proxying.....

Then in the squid config. files you can easily restrict any machine with the
acl combinations for src (ip) and time.
