It was my fault that I didn't read the Guidelines at:

If any of you have ever told me about that earlier, I would not have done
such a silly mistake.
I request you all to direct the defaulters to the guidelines, rather than
asking him/her to do (as said in the guidelines), which makes him/her feel
that you are trying to force a rule on him/her.
