What you are looking for is a Packet Radio device. Lots of commercial
and freeware stuff available in terms of programs and hardware design.
But whether such integration of the "Net" with HAM radio is allowed
under the Indian HAM radio regulations, I am not too sure.

Check the first link in the list which points to the  Tuscon Amateur
Packet Radio Club's website, which is a repository of some detailed
info.

You have to build such stuff yourself else get some things imported.No
other option.
