Enable compression for the ppp link. (If you are using one :-)) That may help.
Look into man ppp and/etc/ppp/options. Put a 'deflate 15,15' there.

Secondly you can run caching dns server of your own machine. That will boost a
performance by a bit. If you are enthu. Try running squid. I haven't doen it but
plan to do so.

But my experience of dialup lines tell me that timeout problem are mostly
related to aparticular site. Many a times I have experienced that a download
simply refuse to progress when every other site is blazingly fast.

Please correct me if I am wrong...
