Rate limiting? Can you explain a bit more / any pointers?

How would mailbox quotas help in blocking the relay so that they are unable
to SEND any mails to ANY OTHER DOMAIN outside our domain.

Some more explanation if you don mind? What I;ve got here is Just one
machine for this purpose. Cant put another extra machine just for blocking.
Maybe some time later.... when the user accounts grow large in number.
